A Culpeper minister faces a possible 310-year prison sentence after he pleaded guilty yesterday to obtaining money by false pretenses from the church where he was pastor for 17 years.

The Rev. Charles Shifflett also pleaded guilty in Culpeper County Circuit Court to filing fraudulent documents to obtain a workers’ compensation award, obtaining money by false pretenses from two insurance companies and making false statements on Virginia income-tax returns from 2003-05.

In addition to a total of 310 years in prison, Shifflett faces fines of up to $50,000. The 58-year-old pastor will be sentenced Oct. 8.

As part of Shifflett’s plea agreement, Commonwealth’s Attorney Gary Close dropped 19 felony and one misdemeanor charges against the defendant’s wife, Janice Shifflett. Other felony charges against Charles Shifflett were also dropped as part of the deal.

Shifflett pleaded guilty to inflating his income by $300 a week to the Virginia Workers Compensation Commission in order to receive higher benefits. He reported hurting his back unloading a pony at a church function.

In addition, according to Assistant Commonwealth’s Attorney Dale Durrer, Shifflett was receiving supplemental income during the period when he was not supposed to be working.

When Shifflett’s church salary was reduced $250 a week because of those insurance payments, Durrer said the pastor had the same amount shifted to his wife’s salary as a housing allowance. She also worked at the church.

That money was not reported on the couple’s tax returns, even though Janice Shifflett was not an ordained minister and not entitled to a housing allowance under Virginia tax laws, Durrer said. “Love offerings” and proceeds from the sale of livestock also were not reported as income, he said.

Shifflett was pastor of Calvary Baptist Church from 1988-2005. During his tenure, the congregation grew to be the largest in the county. The minister’s life began to unravel in 2005 when several former students of Calvary Baptist Academy charged that he had physically mistreated them while they were attending the church-operated school in the late 1980s and early 1990s.

Under a plea agreement, Shifflett eventually pleaded guilty to one felony count of cruelty to children and six misdemeanor assault-and-battery charges. He was given a five-year suspended sentence and ordered to perform 700 hours of community service.

As the child-endangerment case was unfolding, a church split occurred and about 150 members assisted the minister in forming the First Baptist Church of Culpeper, where he became pastor.

During this upheaval, charges about Shifflett’s manipulation of church finances also arose. These allegations led to an investigation by the Virginia State Police and the Virginia Department of Taxation and the charges to which Shifflett pleaded guilty yesterday.

The Rev. Charles Shifflett pleaded guilty to 20 felony charges and one misdemeanor yesterday. They are:

9 felony counts of obtaining money by false pretenses from Calvary Baptist Church from 2002-05.

3 felony counts of filing fraudulent documents to obtain a workers’ compensation award.

2 felony counts of obtaining money by false pretenses from Brotherhood Mutual Insurance Co. of Fort Wayne, Ind.

3 felony counts of obtaining money by false pretenses from Church Mutual Insurance Co. of Merrill, Wisc.

3 felony counts of making materially false statements on a Virginia income-tax return.

1 misdemeanor count of making a materially false statement on a Virginia tax return.

Prayerfully, they’ll find someone better to take his place. Now that he’s been caught in the justice system of man, perhaps he’ll be humbled and God will grant him repentance. Before he faces the judgement of the Lord.

    The facts are the John Arnott and Steve Long of Toronto Airport Christian Fellowship have committed financial crimes as per Canadian law by paying off their mortgages from their personally owned nonprofit charity. And this is a serious crime!

    I read recently that Steve Strang of Charisma said that his friend Stephen Strader was a great honest man of God which is a joke. All the Straders and Steve Long could not and do not accept the fact that Dan Strader the son of Pastor Karl Strader was a real thief. So how come these fools have no discernment and then they want to lecture us about God. Stephen once stated how stupid can you be and still breathe? He definitely was talking about himself
    The love of money is the root of all evil and Toronto Airport Christian Fellowship is a proven “cash cow” for John Arnott and Steve Long to finances their high life style while doing evil and wicked things such as character assassination, back stabbing, gossiping, and being cowardly.
    So why don’t John Arnott and Stephen Long stop the hypocrisy and giving Christianity a very bad name and resign and get out of the ministry since they refuse to acknowledge or repent of their real sins and evil and wicked deeds as documented by Walter Kambulow?
    They must be incarcerated just like Dan Strader was who also refused to admit he ever did anything wrong causing Judge Doyel to state: Since he won’t acknowledge stealing millions from the elderly, it’s not likely Daniel Strader will be rehabilitated”

    i have a question for you wally,BUT MOSTLY FOR INDEPENDENT CONSERVATIVE. i want to know where you draw the line between exposing false prophets, gossip and slander. how do you measure how far one should go. i appreciate your site and thank God for it.i for one have benefited a lot from it, and have had to repent for a lot of misguidance. i had strayed so far because of false prophets,so i thank God for showing me the way and mostly through websites like yours. but the problem i have is that sometimes when im going through your site i get so uncomfortable, and feel like im entertaining gossip and listening to slander. i strongly believe that using words like fool, idiot, nuts is against scripture. matthew 5:22 says: 22 but I say unto you, That whosoever is angry with his brother without a cause shall be in danger of the judgment: and whosoever shall say to his brother, Raca, shall be in danger of the council: but whosoever shall say, Thou fool, shall be in danger of hell fire.
    i understand that it makes one really mad and angry to see how these false teachers are leading people to hell. but we have to control our anger so it does not lead us to sin. remember that paul said in 1corinthians 9:27…i beat up my body and make it my slave so that after i have preached to others, i myself will not be disqualified for the prize. dont you think you ought to tone down your language a bit, and try to go about this in a godly manner.

    Have I told you anything here that is not already communicated to the world at large? No. Everything posted here is based on either public media reports, public records available online, personal testimony, or testimony of the actual witness(es). To warn saints of things to beware of. If you see a post where I got into secrets that are not known to the public, please point out those posts to me.

    Use of words and tone. I feel very comfortable with the words I use and find the word “nuts” to be no different from the term “deluded” in scripture. I actually feel I’m a little too soft and need to more often speak of these pimps as the dogs eating their vomit that they really are, 2 Peter 2:22.

    Please show me where I’ve called someone other than a person who denies there is a God a “fool”? I might say someone is “acting foolish” or that they are trying to “fool you” or “play you for a fool”, but usually I only actually address someone as a “fool” in post like this one: Don’t Be a Fool Like Albert Einstein.

    A viper who is a false prophet is NOT a brother. So I don’t see how Matthew 5:22 would be applicable, even though I don’t call those pimping vipers who are no better than dogs who eat their own vomit “fools”.

    So I find my terms and tone to be fine and not ungodly. Of course if you feel this blog is addressing things in an ungodly manner, it would be in your best interest not to read it. Given I have no intentions of altering tone and you’ve already asked me about the subject. I am not trying to disturb your sensibilities and if you feel this blog hinders your walk with Christ, I certainly understand if you no longer view it.

    You may feel I’m addressing them from a point of anger, but that certainly is not the case. I forgave and the Lord took me beyond anger a long time ago, well before ever blogging about any of these things.

    When you read 2 Peter 2 or 1 Timothy 6 or Matthew 23, do you find any issues with the tone and terms used to address false teachers?

    Walter Kambulow doesn’t slander or gossip about people. He tells the truth about wolves in sheep’s clothing and money changers in the house of God.

    Gossip is defined as 1. Rumor or talk of a personal, sensational, or intimate nature. 2. A person who habitually spreads intimate or private rumors or facts. 3. Trivial, chatty talk or writing.

    There is nothing trivial or chatty talk about Pastors John Arnott and Steve Long being proven liars, thieves and perjurers.

    And the bible is very clear about having an awareness ministry and exposing things like Jesus and Apostle Paul did:

    MT 16:6 Then Jesus said to them, “Take heed and beware of the leaven of the Pharisees and the Sadducees.”

    EPH 5:11 And have no fellowship with the unfruitful works of darkness, but rather expose them. 5:12 For it is shameful even to speak of those things which are done by them in secret.
    5:13 But all things that are exposed are made manifest by the light, for whatever makes manifest is light. 5:14 Therefore He says: “Awake, you who sleep, Arise from the dead,
    And Christ will give you light.”

    And Apostle John the Apostle of love didn’t have a problem writing about wayward leadership to others and he wrote:

    3 John 1:9 I wrote to the church, but Diotrephes, who loves to have the preeminence among them, does not receive us. 1:10 Therefore, if I come, I will call to mind his deeds which he does, prating against us with malicious words. And not content with that, he himself does not receive the brethren, and forbids those who wish to, putting them out of the church.

    And Apostle Paul not only cursed twice those who were preaching another GAL 1:8 But even if we, or an angel from heaven, preach any other gospel to you than what we have preached to you, let him be accursed.gospel but said some people’s mouths must be stopped as they are liars and evil beasts:

    Titus 1:10 For there are many insubordinate, both idle talkers and deceivers, especially those of the circumcision, 1:11 whose mouths must be stopped, who subvert whole households, teaching things which they ought not, for the sake of dishonest gain. 1:12 One of them, a prophet of their own, said, “Cretans are always liars, evil beasts, lazy gluttons.” 1:13 This testimony is true. Therefore rebuke them sharply, that they may be sound in the faith, 1:14 not giving heed to Jewish fables and commandments of men who turn from the truth.

    And wise King Solomon told us:

    Eccl. 3:1 To everything there is a season, A time for every purpose under heaven:
    3:2 A time to be born, And a time to die; A time to plant, And a time to pluck what is planted;
    3:3 A time to kill, And a time to heal; A time to break down, And a time to build up;
    3:7 A time to tear, And a time to sew; A time to keep silence, And a time to speak; 3:8 A time to love, And a time to hate; A time of war, And a time of peace.

    So there is a time to break down, to kill, to hate and a time of war?

    i think you took my question the wrong way, but please do not misunderstand me. i do believe that false teachers and false prophets should be exposed. i was not accusing anyone of gossip and slander. all i asked was, ‘where does one draw the line’?
    anyway, thanks for the scripture reference, it was very helpful and has shed some light on a lot of things for me. so what can i say? may God bless you and guide you. this is oviously not an easy ministry but its worth every effort.
