Was she first abused in rape and again by a district attorney that won’t press for rape charges?
According to CNN, this girl really did just have her case for rape dumped by the DA.
The video description says the following:

I’m not God, He knows the truth, as does she and the person she’s accused. But I pray all parties involved including the DA come to know Jesus in truth and justice is served if this child was raped. She says there were MULTIPLE victims, which means if she’s telling the truth this might happen again to someone else.

What do they mean by 15yr old…does that mean that women over 16 may be raped and nothing done about it…am I missing something here? Somebody please explain!

I suspect this was an alleged “date rape” type of situation from what she’s saying. The age of consent is 16 (when it’s not a rape), but that should not matter if she was 15 at the time, even a day under 16.
But she’s saying she was drugged, which would show up in a toxicology test if performed near the time of the incident.
Of course date rape is just as wrong, but sometimes harder to prove the case.
There’s a lot we are not aware of yet, but CNN appears to be starting coverage, they claim 5-7PM tonight sometime. We’ll probably get plenty of details now in time.

Where are her parents. The news clip said both she and the 23 yr old had a relationship. Again where were her her parents, why was their 15yrs old having intimate relationship with anyone.

I think the video mentions there was trouble in the home. It was not at all a stable situation in terms of family or even living conditions.

Your heart certainly goes out to her in her situation.
As Christians, we must also remember that governments are all ministers of God, without regard to whether they go from relatively good to despicably evil. Peter and Paul who told us to honor the king and the governors sent by them, lived under such men as Tiberius, Caligula, Claudius and Nero.
We may make appeal to governments, such as Paul or as Justin Martyr did in their day. So, interceding for this teen is appropriate, but, bear in mind what IC has said, that we cannot know the whole truth of the case. We may certainly respond to her heartfelt appeal. It is certainly right to advocate for the helpless, as Job said in his book, “I was a father to the poor: and the cause which I knew not I searched out.” (29:16)
Along with making appeals and intercession on her behalf to the immediate authorities, we are to pray for those in authority. For, in response to that, God may certainly move in her favor as Proverbs 21:1 says, “The king’s heart is in the hand of the LORD, like the rivers of water; He turns it wherever He wishes.”
If appeals, letters, advocacy to the authorities as well as prayer to the “Ruler of the kings of the Earth,” the Lord Jesus Christ (Rev. 1:5) and His Father yield no change; then we must trust in the divine decision. We must believe that all the judgments of God are “altogether righteous” even when they are distressing to behold from the outside.
We cannot challenge God’s management of this corrupted world; but we may certainly appeal to Him on behalf of people. We don’t know this young woman’s spiritual state. God’s main interest is the saving of the soul from sin and destruction - a concern He has about this young lady as well, in fact, He cares about her eternal state more than any other temporal matter.
