The moronic pro-amnesty, open-borders, anarchist protestors were chanting "You forgot your hoods! You forgot your hoods!" just before he spoke. They shut up in a hurry (or changed their chant, at least) when Mr. Hayes spoke because their claims that the Minutemen were just a bunch of racists had no validity.
